Those rules you're pulling from are actually a bit dated. The "FORUM RULES" link at the top of the page are the ones I went by and the most current.

Doesn't the "exception part" apply to reasonable bumping sales thread. It adds to the sales forum as it shows what is available without going crazy and bumping every day.

Not really. The "Exception" is for allowing new information into the thread. For example there's a thread of normal usage talking about a gun. 6 weeks later, the topic has long since died, but someone found some new info on the gun. Putting that in the original thread, as opposed to starting a whole new one, is preferred. It adds to the thread.
When the "new post" icon is displayed, it's understood there is actual new information there.
"Bump" isn't new information. If no one bit on a sale before, it's highly unlikely anyone would bite with the listed circumstances again. You got the .0000000001% of the time where someone did, but for most times, it just futile.
And It's friggin annoying. It's why there was an argument of "PM Sent" raised a couple of months ago. When we, as mods, need to go in and find our time essentially "wasted" because of no-new-info posts, it's makes ya want to punch babies.
And if we allow people to start doing it(let's say that two week time), we then have to do extra work still by checking dates to see it wasn't originally posted 2 hours ago. And what happens when someone who did post it 2 hours ago is pushed to page 2 quickly because 30+ people decided to bump their threads all at the same time? So it's unfair to those who have just listed their for sale item. Now they're being pushed down the line. So now they need to bump... and it's an ongoing cycle which leads to the Mods here to do extra work by reading 100s of posts that just say "bump".
The exception for the sales threads stays true to the "adding of the thread" doctrine. Posting lowered prices, taking something off the sale block, adding something onto sale post, and answering any all questions is allow perfectly allowed.
It just has to be new information. "This is still for sale" won't cut it.
