does it have to be 400 fps exactly because i have an aeg that shoots maybe 407-410fps is it ok or no?

No, 400 fps is the limit for AEG's. Anything over and you won't be able to use it. I suggest compressing the spring for a week, or getting it downgraded at Montgomeryarmy navy or Old Mans. Also, watch your punctuation here, it helps to use the shift key.
